The National Institute for Civil Discourse recognizes Town Halls as a time-honored way to exercise civil discourse and increase civic engagement. Communities can hold public town-hall type discussions to allow individuals to engage in planning, discussion and decision making directly with governmental leaders. Town Halls are an excellent example of the open and energetic exchange of information and opinions that is essential to a healthy, functioning democracy. A helpful tool kit is available from the National League of Cities, which is called Planning for a Stronger Local Democracy
